Looks like US Level 5 PCU. Must be with CANSOFCOM

He's RCMP. There's a small contingent of RCMP that have been posted to Afghanistan to assist the Afghan police in training. They're sent with the blue tactical uniforms but their PPE and weapons are issued from the CF.

He could be a member of any Canadian Police Department. Not just RCMP over there.
