It should fit the Star body and pipe, though there might be some indexing issue between the plate and pipe. The plate will slip around the pipe just fine, but the little notch on the plate might not go very deeply into the groove on the pipe. The plate should still index the pipe, just have to be attentive during installation.

The problem is that the Ares/Star buffer tube (and the receiver) is slightly out of spec compared to real steel dimensions. The diameter of the Ares/Star buffer tube threading is very slightly smaller than the real steel dimensions. This means the groove cut into the threading to index the buffer tube has less "wall" (threading on either side of the groove) and the notch you see on the buffer tube plate can sometimes slip out.
I'm actually using a real steel buffer tube plate on my Star right now, so I know it's doable without modification. Just need to know what you're doing.

About $40 + tax is the landed price. Hit me by PM if you want to prepay for it. I can give slightly better pricing if paid now.
