To the crux of this; "Riflescopes manufactured to military specifications" are a controlled item.
What's a mil-spec? A 5.56 reticle? Ability to mount to a rail? In essence just about anything we want will cause issues.
Yes you can get a license to export but they have to guarantee the item never winds up in the hands of an enemy combatant. So since Optics Planet doesn't know if someone is procuring parts for their uncle at Johnny Taliban they flat out say no exports as do most other online retaillers.
This is all regulated by the US Commerce Department who apparently make an IRS audit seem like a tickling contest.
Now on eBay you can sometimes find people who will sell outside of the US but the reality is they have such a huge customer base there there's just no call to look past the border.
