Using my best guess technology I came up with the following answers.

They're grabbing the parts out of the bins and not building up the AEGs before they ship. The price may be right it's crapshoot whether or not they work when the end user puts it all together.

When you order your "Combat Gears" and an AEG the soft goods will get packed up in their own box.
