No. Multicam was never in any running as a competitor to ACU.
It was part of Project Scorpion, which had no relation to any ACU development. It was developed entirely for Future Force and not for the new Army Camouflage system.
It has nothing to do with cost, it has nothing to do with politics. It was simply never an option of MultiCam or ACU. Natick is simply using it as part of its development of their new Future Force system (not to be confused with Land Warrior currently being prototyped by the US Army).
Perhaps the troops will see it in their inventory in the future. However, that is yet to be confirmed as a definite possibility, as it is only in a "testing" phase at the moment.
