As is the U.S. Army's Land Warrior Unit testing new technologies. Look at the cost of a Crye Combat top and bottom set vs an ACU top and bottom set. Crye is easily 3x the cost, but the cut is better and way more ergonomic.
But when you have to issue 200,000 of anything, you have to be sure that the contractor can supply it firstly (which Crye couldn't do back then) and every penny in cost becomes a factor.
For multi-environment, Multi-Cam is better by design than ACU, but considering the desert terrains that the U.S. is currently involved in in Afghanistan and Iraq, ACU is a better fit.
