As Ohm's law states, the lower the resistance, the higher the allowed current draw (assuming voltage stays the same). If more current is allowed to be drawn, then the motor will get better use of what's available, and as a result, greater torque and ROF are available.

So yes, assuming V and I are the same, then lower R will give higher ROF.
