Let me get this straight, you want a PEQ box that's:

Metal
Has a functional laser (visible, presumably)
Has a good flashlight
Cheap

Sorry that does not exist, because:

The only "PEQ box" that's metal is the G&P DBAL-A2 knockoff, but it has a high-powered IR laser and no on-board flashlight
The VFC/Element PEQ boxes are plastic, and has an on-board flashlight that sucks, visible red laser though.
Element PEQ-16 is plastic, flashlight is decent.

As someone has already mentioned, no "PEQ box" was designed to house a proper white light, as most like to choose their white light. Unless you want to get this:
