That is the RCMP's opinion of the law, not actual law.
Although it's common sense that the importation law should transfer over to domestic law, the fact is it is still ONLY an importation requirement.
That being said, ultimately any charges brought against you end up with you explaining yourself to another human being (horray for fair trial), in which I'm sure anyone would accept the explanation that you're actually trying to cause LESS harm to people by lowering the muzzle energy.
In all seriousness, it would take an ignorant monster of a judge to convict you of lowering the muzzle energy of your airsoft gun for the sole purpose of trying to prevent physical harm.
