I had the same problem. You can 'reduce' the fluctuations by using a stronger floating valve spring (as turok said) and making sure parts of the nozzle are correctly secured. I used a modified stronger floating valve spring designed as an upgrade for the 5.1 TM hi capa.
Otherwise you can make your own springs, but it's a lot of effort. A guide to making springs (for all sorts of things) can be found below:

When I got my ra alu nozzle, the set screw at the base of the nozzle was loose, and the floating valve spring looked very weak. In all honesty the ratech alu nozzle just isn't worth the trouble

. I run the WE plastic nozzles and install a NPAS. Fluctuations went down to an 'acceptable' range for a gbb

. The newer WE plastic nozzles seem to be better quality than the old ones, haven't had a problem with mine so far anyway, but only time will tell.
