The Gear and Clothing section doesn't require you to be AVed. I bought a bunch of my rigging from there before I got AVed - kinda ended up doing it backwards. Usually people say to get your Rifle first then your gear, I went backwards. O.o
Still need to get me a nice new CIRAS vest of some sort though...
